Which documents to check when buying Korean cosmetics for resale

Match Korean cosmetics to a declaration or state registration certificate before payment, check the official register, and see what documents arrive after dispatch.

Your order includes a cream and a serum. The supplier sends a declaration that names the right brand. That does not yet show whether the document covers both products. Open the declaration and compare its scope with each line of the order before paying.

Asking for “the certificate for the brand” can send the check in the wrong direction. I would not agree payment on the strength of “we have the documents.” For each item, you need to know which document covers it and where that document is registered.

Start with the product list

For each item, record its name, article number, size or pack variant, and quantity. These details are usually already in the order sheet. Without them, it is hard to identify the exact product and the document that applies to it.

If you have not chosen the products yet, start with the assortment. We have a separate guide to choosing a brand for a first purchase.

If you receive a declaration, read its product description and manufacturer. One declaration may cover several product names. Compare its scope with every line of the order. A different product name or pack does not automatically mean a problem, but it calls for a separate check before the item goes into the purchase.

Check the document type and its register entry

TR CU 009/2011 applies to perfume and cosmetic products sold in Russia. Depending on the product type, the relevant document is a declaration of conformity or a state registration certificate (SGR). For example, children's cosmetics require state registration.

Check the number in the appropriate official register: declarations in the Rosaccreditation register, SGRs in the unified state registration register. Compare the status, manufacturer and product description. If you cannot find the entry or the product is described differently, hold that item until the discrepancy is resolved.

Separate product documents from transaction documents

Check the declaration of conformity or SGR for the product before payment. Once the order is agreed, the partner receives an invoice. A made-to-order shipment also has a specification listing the items and quantities. After dispatch, K-Business provides a universal transfer document, or УПД in Russian. The Russian tax authority explains that it combines the functions of a primary accounting document and an invoice for tax purposes.

Our УПД contains the registration number of the customs goods declaration (ДТ). The customs declaration concerns the import; a declaration of conformity concerns compliance with the cosmetics regulation. They are different documents. K-Business does not give partners a copy of the customs declaration. Its number appears in the УПД after dispatch.

What K-Business checks for your order

When a partner sends a product list, our team checks supply options and the documents for those specific items. We can show the available declarations or SGRs after that check and before agreeing payment. If a required document is missing or the details do not match, the issue needs resolving before the order is placed in Korea. The list can then be adjusted instead of relying on paperwork that may never appear.

If your shop or retail chain needs a separate document from the brand owner, say so when sending the list. We will check its availability for the particular product. A brand-owner letter cannot be promised for every item in advance.

Send the product names, article numbers, sizes and quantities, plus the delivery city and any document requirements from your sales channel. We will check the list and tell you which items we can supply, which documents are available, and what needs resolving before payment.

FAQ

Which documents are needed to sell Korean cosmetics in Russia?

For each selected product, check the applicable conformity document under TR CU 009/2011: a declaration of conformity or a state registration certificate, depending on the product type. The transaction documents, including the UTD, are prepared separately.

Can we see the declaration or registration certificate before paying?

Yes. Send K-Business the specific product list. After checking it, we can show the available conformity documents for those products before agreeing payment.

Does K-Business provide a copy of the customs declaration?

K-Business does not provide a copy of the customs declaration. Its registration number appears in the universal transfer document (UTD) issued after dispatch.
